Suggestions (based on what I hacked together)

Hello again!

There were a few things I wanted to tweak and I gave it a shot with interesting results.

First, I came up with a model using spans instead of an HTML table. Tables used to align things are handy, but shunned. Spans and divs are preferred. I was able to reproduce a near-identical layout.  I sometimes get a 1 pixel high space between the up and down buttons in Firefox only. Most likely there's a way around that. Chrome and IE9 render it the same.

Secondly, I had to have both 24 hour mode on and no seconds. In that specific case, the time display portion isn't closed off with a right border, so I added a check in the Minutes section for that.

Lastly, I check the XHTML in W3CValidator and it came up with a few warnings, most of which were easy to fix.
